BART is a federal regulation that aims to improve air quality and regional haze in protected Class I areas. Each state must revise their State Implementation Plan (SIP) to comply with this federal regulation. Therefore, BART analyses must be conducted in every state.

JCA can help your facility comply with BART including conducting a screening analysis using CALPUFF. The typical cost for the screening study is less than $10,000. If the initial screening results do not eliminate your facility from further consideration, JCA will perform a refined modeling study and an engineering analysis (if necessary).

CALPUFF is EPA’s preferred model for regional haze. CALPUFF is a more sophisticated model than ISC and AERMOD and requires considerable expertise to execute. JCA is an expert in conducting modeling studies utilizing CALPUFF. JCA has a wealth of experience utilizing CALPUFF to predict air quality impacts in Class I areas. JCA is also versed in using MM5 data for CALPUFF analyses.

JCA presented a paper on CALPUFF at a major modeling conference in Denver, CO in 2006. JCA also presented a paper on CALPUFF at the 2007 Electric Utilities Environmental Conference (EUEC).

JCA will eliminate any confusion and hassle associated with BART. JCA will assist your facility through every step of the process to determine if any of your BART-eligible sources are subject to BART. JCA welcomes the opportunity to submit a cost estimate for your facility.
