James Clary
President

Jim founded JCA in Dallas in 1984 as a solo practitioner. Prior to forming JCA, Jim served as Vice President of Trinity Consultants and was a Consulting Meteorologist with Dames & Moore. 

Jim is an authority on the 1990 Clean Air Act regulations including NSR, PSD, BACT, and NSPS requirements. He has conducted numerous dispersion modeling studies and has prepared more than 100 NSR permits. Jim has managed or served as Senior Investigator on over 200 projects including PSD permits, SIP revisions, BIF permits, Title V operating permits, and toxic gas release evaluations. Jim also has experience with dispersion model development and has developed and received EPA approval for a simple/complex terrain dispersion model.

Jim has served as an expert witness in numerous toxic tort cases and permitting hearings.  He is a Certified Consulting Meteorologist, a technical distinction awarded by the American Meteorological Society.

Joshua Clary
Director, Strategic Business Development

Josh has nationwide responsibility for business development functions including creating and directing business plans, developing an overall marketing plan, generating sales, and establishing and fostering relationships to further the growth of JCA.

Josh has served as the Head Media Planner for Nationwide Insurance while with Temerlin McClain. In this role, he helped the client develop and execute national marketing plans and strategic business plans. He also has an extensive background in technical sales and is well versed in the entire sales cycle. During his MBA studies, Josh was selected to work as an Analyst for the William C. Conner Educational Investment Fund. This position provided him with extensive experience studying and evaluating business plans for public companies.

J. Stephen Beene
Senior Project Consultant

Stephen Beene, a ten year JCA veteran, has conducted a wide range of air permitting and compliance projects including federal and state permitting and emission inventory calculations. Stephen has assisted clients in developing complex permitting strategies and has performed numerous short and long range air dispersion modeling studies.

Stephen has provided consulting services to clients in numerous industries including chemical manufacturing, portland cement manufacturing, electric utilities, natural gas processing, paper production, and military bases. Stephen also has experience conducting historical reviews of industrial facilities to determine compliance with federal and state air quality regulatory requirements. He has also conducted complex air dispersion modeling studies of chemical releases on several litigation cases.

Keith Zimmermann
Senior Associate

Keith joined JCA and opened the Austin office in 2007. Keith has almost 30 years of experience in atmospheric dispersion modeling, air permitting, air monitoring, and expert witness testimony. His 30 years of experience is almost evenly split between consulting at RMT, Inc. and Espey, Huston & Associates and in model development, model implementation, and research at the Texas Commission on Environmental Quality (TCEQ) and its predecessor agency, the Texas Air Control Board. 

Keith has performed atmospheric modeling for thousands of air permit applications. He recently completed the development of the meteorological data sets used at the TCEQ for AERMOD. He has also prepared Texas air permit applications for many different industry types and has testified in several dozen contested case public hearings. In addition, he has provided expert witness testimony in toxic tort cases and has taught short-courses in air pollution meteorology and modeling.

Keith is a member of the American Meteorological Society and is a licensed Professional Engineer in the state of Texas. He earned a B.S. in Engineering Sciences and a M.S. in Engineering from The University of Texas at Austin. Click here to reach Keith via e-mail.

Jeremy Halland
Project Consultant

Jeremy joined the JCA team after earning a M.S. in Meteorology from Florida State University. During his graduate studies, Jeremy conducted field research on intercontinental pollution transport for NASA while completing his own research on boundary layer pollution transport mechanisms. Jeremy also implemented the AERMOD dispersion model and the GCE cloud model while earning his master’s degree.

Jeremy earned a B.S. in Meteorology from the University of Oklahoma. Jeremy advanced his computer modeling experience using the ARPS mesoscale meteorological model, and developed a solid understanding of the atmosphere's dynamics during his undergraduate studies.
